11/27/24,8:42 AM Item Coversheet <br /> Public Works <br /> DATE: 11/22/2024 <br /> MEMO: 2024-182 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Tim Gleason,City Manager <br /> Matt Newell,P.E.,Public Works Director <br /> Robert Weil,Water Production Manager <br /> Jennifer Gunter,Watershed and Lake Manager <br /> SUBJECT: <br /> Resolution Accepting the Bid from Eric Vieback& Son Excavating&Trucking Inc.,for the Lake Decatur North Wetland <br /> Project <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution accepting the bid and authorizing the execution of a <br /> purchase order with Eric Vieback& Son Excavating&Trucking Inc. for the construction of a wetland to control nutrients, <br /> sediment and erosion for not to exceed cost to the City of$98,130.00. <br /> BACKGROUND: <br /> The City's 2021 Watershed Management Plan is designed to significantly reduce Lake Decatur sedimentation and improve the <br /> lake's water quality through watershed conservation. City staff manage the watershed conservation efforts in-house with the <br /> assistance of Northwater Consulting,the City's Watershed Management Plan consultant. This project was identified in the Bluff's <br /> Watershed Plan that was completed by Northwater Consulting Inc. The two wetlands to be constructed are located off Star Route <br /> Road in Oakley Township. This site is the former mobilization site used for dredging operations and is still actively used for lake <br /> management operations. <br /> Public Letting Results <br /> The project specifications were prepared by Northwater Consulting and the Public Works Department with the project bid by the <br /> Purchasing Department. The results from the letting are as follows: <br /> Bidder Total Bid <br /> Eric Vieback&Son Excavating and 98,130.00 <br /> Trucking,Inc. <br /> Entler Excavating Co. Inc. 228,340.00 <br /> The low bidder,Eric Vieback& Son Excavating and Trucking,Inc.,from Pana,IL,is a father and son excavating business that <br /> specializes in agriculture drainage projects.
