ECONOMIC AND COMMUNITY DEVELOPMENT MEMORANDUM <br /> No. 24-21 <br /> November 11, 2024 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Tim Gleason, City Manager <br /> Cordaryl"Pat"Patrick, Director of Economic & Community Development <br /> SUBJECT: Amending Planned Development District and Rezoning Property from R-2 Single <br /> Family Residence District to PD Planned Development Located at 3350 and 3236 <br /> North MacArthur Road <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the Ordinance amending <br /> the PD Planned Development District and rezoning the property at 3236 North MacArthur Road. <br /> The proposed amendment to the PD is consistent with the character of the surrounding <br /> neighborhood and general area. It is also consistent with the intent of the originally approved PD. <br /> The City Plan Commission voted 4-0 with two recusals to recommend approval of the petition at <br /> the November 07, 2024 meeting. The minutes of the meeting are attached. <br /> BACKGROUND: The petitioner proposes to amend and expand their PD to add the lot to the <br /> south at 3236 North MacArthur Road and keep the garage and shed on the lot after the house has <br /> been demolished.According to the City of Decatur's Zoning Ordinance you cannot have accessary <br /> structures on a lot without having a main structure. <br /> On August 7,2008,the City Plan Commission voted 8-0 to approve the rezoning from R-1 and R- <br /> 2 Single Family Residence District to PD Planned Development District for 3350 North <br /> MacArthur Road. The petition was approved by City Council by a 7-0 vote on August 18, 2011. <br /> The petitioner proposed the PD to allow for additional parking as well as mixed use on the site. <br /> The mixed use consisted of a Place of Worship, a Coffee Shop located in the Church, and a <br /> residential structure/use on premise. <br /> For further details,please refer to the attached Plan Commission staff report. <br /> POTENTIAL OBJECTION: There were no objectors present at the Plan Commission meeting. <br /> INPUT FROM OTHER SOURCES: The proposed amended PD Site Plan has been reviewed <br /> and approved by Planning and Public Works Staff. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Cordaryl Patrick <br /> (cpatrickna decaturil.gov). <br /> BUDGET/TIME IMPLICATIONS: N/A <br />
