STAFF REPORT <br /> Decatur City Plan Commission <br /> Hearing Date November 7, 2024 <br /> Case No. 24-23 <br /> Property Location 3350 and 3236 North MacArthur Road <br /> Request Amendment of PD Planned Development District. <br /> Petitioner First Christian Church <br /> BACKGROUND <br /> On August 7, 2008, the City Plan Commission voted 8-0 to approve the rezoning from R-1 and R-2 <br /> Single Family Residence District to PD Planned Development District for 3350 North MacArthur <br /> Road. The petition was approved by City Council by a 7-0 vote on August 18, 2011. <br /> The petitioner proposed to rezone to PD to allow for additional parking as well as mixed use on the <br /> site. The mixed use consisted of a Place of Worship, a Coffee Shop located in the Church, and a <br /> residential structure/use on premise. <br /> The PD was amended again to allow for a sign with an electronic message unit (EMU). The sign <br /> was to be a monument style with stone covering the structure. The sign is 45.25 square feet in total <br /> area and nine (9) feet seven (7) inches in height. The City Plan Commission voted 6-0 on <br /> September 1, 2011, to approve the amendment. City Council voted on September 19, 2011, to <br /> approve the amendment with a 6-0 vote. <br /> Surrounding Land Use and Zoning <br /> Direction Existing Land Use Zoning Comprehensive Plan <br /> Subject Property Single-Family Residence R-2 Residential-Low Density <br /> North First Christian Church PD Institutional <br /> South Single-Family Residence R-2 Residential-Low Density <br /> East First Christian Church PD Institutional <br /> West Single-Family Residence R-1 Residential-Low Density <br /> PROJECT DESCRIPTION <br /> The petitioner proposes to amend and expand their PD to add the lot to the south at 3236 North <br /> MacArthur Road and keep the garage and shed on the lot after the house has been demolished. <br /> According to the City of Decatur's Zoning Ordinance you cannot have accessary structures on a lot <br /> without having a main structure. <br /> STAFF ANALYSIS <br /> The proposed amendment to the PD is consistent with the character of the surrounding <br /> neighborhood and general area. It is also consistent with the intent of the originally approved PD. <br />
