SECOND MEMORMDUM OF UNnERSTANDING <br /> This SECOND MEMORANDUM OF UNDERSTANDING ("the "Second MOU") is <br /> made as of January_:->, 2025, by and between the CITY OF DECATUR and the DECATUR <br /> PUBLIC LIBRARY (collectively the "Employer") and COUNCIL 31, AMERICAN <br /> FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES, AFL-CIO (the <br /> "Union")on behalf of AtSCME LOCAL 268(all collectively the"Parties"). <br /> RECITALS <br /> WHEREAS, the Employer and the Union are parties to a Collective Bargaining <br /> Agreement(the"CBA")covering the period May 1,2017,through December 31,2026; <br /> WHEREAS, in late 2022,Employer and the Union informally discussed modifications to <br /> the CBA. including a salary increase in 2023 for covered employees, adding Juneteenth as a <br /> holiday,and extending the term of the CBA for an additional year to December 31,2027;and <br /> WHEREAS,the Union ratified the proposed CBA modifications on October 26,2022, <br /> and rn November 2,2022,the parties executed a first Memorandum of Understanding to <br /> formally amend anal modify the CSA,as set forth therein; <br /> WHEREAS,the Employer and the Union informally discussed additional modifications <br /> to the CBA including a salary increase in 2025 for covered employees of four and four-tenth <br /> percent(4.4%)and extending the term of the CBA for an additional year to December 31,2028. <br /> NOW, THEREFORE, in consideration of the Recitals set forth above, which are <br /> incorporated herein and made a part hereof, and for Ten Dollars ($10.00) and other good and <br /> valuable consideration, receipt of which is hereby acknowledged,the parties agree as follows: <br /> 1. Article XXIV. Article XXIV of the CBA regarding Wages is struck in its entirety and <br /> replaced with the following: <br /> "ARTICLE XXIV <br /> WAGES <br /> (A) On May 1, 2017, the pay rates for all bargaining unit classifications and steps shall be <br /> increased by two percent(2.01/o),which rates are set forth in the attached Salary Schedules. <br /> (B) On January 1, 201.8, the pay rates for all bargaining unit classifications and steps shall be <br /> increased by three-quarter percent(.75%), which rates are set forth in the attached Salary <br /> Schedules. <br /> (C) On January 1, 2019,the pay rates for all bargaining unit classifications and steps shall be <br /> increased by one and three-quarter percent(1.75%),which rates are set forth in the attached <br /> Salary Scheilules. <br />
