COUNCIL MEMO <br /> LEGAL DEPARTMENT <br /> NO. 2025-09 <br /> DATE: September 8, 2025 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Tim Gleason, City Manager <br /> Wendy Morthland, Corporation Counsel <br /> Amy Waks,Assistant Corporation Counsel <br /> SUBJECT: <br /> Amendment to Chapter 52—Alcoholic Liquor <br /> SUMMARY RECOMMENDATION: Staff requests that Council pass the proposed ordinance <br /> amendment regarding Chapter 52, Section 8, which would allow holders of Class N-2 liquor <br /> licenses to obtain Caterer's permits to cater events off their licensed premises. <br /> BACKGROUND: Class N-2 licenses permit the sale or consumption of alcohol to attendees of <br /> private events, such as private parties,weddings or other private events which are not open to the <br /> general public, on the licensed premises only. The proposed amendment would allow holders of <br /> N-2 licenses to obtain a caterer's permit to sell alcoholic beverages at locations beyond their <br /> licensed premises, specifically for private parties, weddings or other similar private events which <br /> are not open to the general public in connection with the sale of prepared, catered food. The <br /> gross revenues from the sale of alcoholic liquor cannot exceed forty percent of the total gross <br /> revenue generated from the sale of alcohol and food at each event. Class N-2 licenses are not <br /> eligible for video gaming. <br /> RECOMMENDATION: Staff recommends the suggested amendment to Chapter 52, Section 8. <br /> POTENTIAL OBJECTIONS: There are no known or expected objections. <br /> STAFF REFERENCE: <br /> Amy Waks,Assistant Corporation Counsel, at 424-2807 <br /> BUDGET/TIME IMPLICATIONS: None <br />
