Permitting and Licensing Code Enforcement Software
Module
SUMMARY RECOMMENDATION: City staff recommend that City Council approve the attached resolution
for the purchase of OpenGov Inc. Permitting and Licensing Code Enforcement module to replace a legacy Data
Base 2 (DB2)application called Code Enforcement
BACKGROUND:
This project is part of an effort to eliminate applications developed on the DB2 platform used by the city since
1996. Developers for the DB2 database platform are few and far between and the City's last staff DB2
Developer is retiring from city service around the end of this calendar year. Key features of this Code
Enforcement system go well beyond the capabilities of our current DB2 solution. Some notable features are:
• Modernized Processes: Transitioning from outdated, manual processes and sunsetting software to
streamline digital workflows for Code Enforcement and inspections that align with other OpenGov
modules.
• Streamlined Code Enforcement: Simplifying the application, review, and issuance processes for Code
Enforcement, benefiting both applicants and city staff.
• Increased Efficiency: Automating tasks, violation letters,real-time photos, reducing manual effort for
City staff, decreasing email,call,walk-in requests and allowing them to focus on more strategic
initiatives.
• Enhanced Transparency: Providing the public with easier access to City operational processes through
online portals and interactive tools.
• Improved Citizen Engagement: Offering online platforms for applications, complaints, payments, and
tracking, leading to a better experience for residents and businesses.
• Expand Communication: Providing expanded communication channels for staff internal communication
and communicating with the public.
Data-Driven Decision-Making: Utilizing OpenGov's analytics and reporting tools to gain insights into City
operations and make more informed decisions.
LEGAL REVIEW:
PRIOR COUNCIL ACTION:
In the past few years, there has been a big push to leverage functionality in city-owned application investments
to reduce our reliance on self-developed applications(DB2s). This is one of those moves.
