...69. PENALTIES. <br /> A. Any person, firm or corporation in whose name a citation alleging <br /> a violation enumerated in Section 72 of this Chapter is issued, and who shall <br /> neglect or refuse to pay such citation after written notice, shall be indebted to the <br /> City of Decatur in the amount specified in Section 72, unless and until a <br /> complaint is filed in the Administrative Court or Circuit Court.... <br /> Section 2.
