EXHIBIT A INTERIM CITY MANAGER EMPLOYMENT AGREEMENT This Interim City Manager Employment Agreement(herein"Agreement")is entered into on this 20th day of October 2025,by and between the City of Decatur, an Illinois municipal corporation(herein the"City"),and Melissa Hon(herein the"Employee"). Employee and City are herein the"Parties." RECITALS: WHEREAS,the City desires to appoint Employee as the Interim City Manager beginning November 1,2025; and WHEREAS,Employee desires to serve the City as its Interim City Manager for the Interim Period; and WHEREAS,The Parties wish to memorialize in writing their relationship for the Interim Period. NOW,THEREFORE, in consideration of the mutual covenants contained herein, the Parties do hereby agree as follows: 1. APPOINTMENT. City hereby appoints Employee as Interim City Manager and Employee accepts such appointment, subject to the terms hereof. 2. INTERIM PERIOD AND THEREAFTER. This Agreement shall be effective November 1,2025, and continue until the City hires a City Manager or either Party desires to terminate,whichever occurs earlier,at which time, Employee will resume her original responsibilities as the City of Decatur Deputy City Manager and assist with the transition of the new City Manager as necessary. 3. INTERIM CITY MANAGER DUTIES. During the Interim Period,Employee shall perform the duties and assume the responsibilities of City Manager as set forth in the applicable statutes of the State of Illinois, and more specifically Section 5-3-7 of the Illinois Municipal Code, [65 ILCS 5/5-7(2016)], as may be amended,and all ordinances lawfully enacted pursuant thereto,together with all other such duties and responsibilities as the City Council may lawfully assign to Employee. 4. NO OTHER EMPLOYMENT. Employee shall devote all of her professional time, attention, knowledge, and skills solely to the interests of the City, and the City shall be entitled to all of the benefits arising from or incident to all work, services and advice of Employee.
