Council Memo <br /> Public Works Department <br /> No. 2025-102 <br /> DATE: 11/3/2025 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, Interim City Manager <br /> Matt Newell, Director of Public Works <br /> Paul Caswell, City Engineer <br /> SUBJECT: <br /> Resolution to Appropriate Additional Motor Fuel Tax Funds for Restoration of Streets and Highways by <br /> Municipality Under the Illinois Highway Code, City Project 2025-08, Annual Street Restoration, Section <br /> 25-00508-00-FP <br /> SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached <br /> Resolutions authorizing the Mayor to sign and the City Clerk to attest the following: <br /> 1. Appropriating an additional 5310.000 to the 52.300.000 already appropriated to the project which makes <br /> a total of 52.610.000 in State Motor Fuel Tax (MFT) funds for the proposed 2025 Annual Street <br /> Restoration project. City Project 2025-08: and <br /> 2. Awarding the contract for the Annual Street Restoration Project. City Project 2025-08. to Dunn <br /> Company, A Division of Tyrolt. Inc. as the lowest, responsible bidder in the amount of 52.773919. and <br /> that the Mayor be authorized to execute the contract and the City Clerk to attest. The resolution <br /> represents an expenditure of 52,673,124.77 as the low bid plus 5100.794.23 for project contingencies. <br /> Note that in addition to State MFT funds. the total project cost also includes Water Funds. Sanitary <br /> Sewer Funds and Stormwater Funds. Attachments to the Resolution include all contract documents <br /> except for standard "boilerplate" language and project specific drawings and specifications, general <br /> conditions, and standard provisions, common to all City Contracts. Anyone wishing to review the full <br /> set of contract documents may obtain copies from the City Clerk. <br /> BACKGROUND: <br /> Streets Inspected Annually <br /> The Engineering Division inspects and rates approximately 1i2 of the City's streets on a yearly basis. The <br /> results of these inspections are input into a computer database which is used to project the future condition of <br /> the streets based on their current and historical condition, and surface type (i.e. brick, concrete. asphalt. <br /> etc.). This data is then paired with available funding and is used as a basis to aid City Engineering in the <br /> preparation of the City's yearly street improvement program. Staff then determines what type of improvement <br /> would be appropriate for each street. and matches the work needed with available funds. <br /> Project Description <br /> The Street Restoration project includes ADA ramp improvements. patching and mill and overlay work along S. <br /> Franklin Street, W. Imboden Drive. and Ash Avenue. These roads show signs of surface fatigue due to age. <br /> The surface needs to be replaced before defects further degrade the road's base. E. Van Buren Avenue <br />
