UES!
Guidepost
iIrNO"
Implementing the Safe System Approach
Implementations of the Safe Systems Approach revolve around five objectives:
Safer People
Encourage safe, responsible driving and behavior by people who use our roadways and create conditions that prioritize
their ability to reach their destination unharmed.
Safer Roads
Design roadway environments to mitigate human mistakes and account for injury tolerances, to encourage safer
behaviors, and to facilitate safe travel by the most vulnerable users.
Safer Vehicles
Expand the availability of vehicle systems and features that help prevent crashes and minimize the impact of crashes
on both occupants and non-occupants.
Safer Speeds
Promote safer speeds in all roadway environments through a combination of thoughtful,context-appropriate roadway
design, appropriate speed limit setting, targeted education, outreach campaigns, and enforcement.
Post-Crash Care
Improve crash survivability by ensuring rapid access to emergency medical care, supporting a safe working
environment for first responders, and reducing the risk of secondary crashes through effective traffic incident
management.
Roadway Classification
Roadways within the IDOT crash data are classified into 5 categories based on their function:
• Interstate/Expressway/Highway
• Arterial
5.2%RURAL 3.8%UNKNOWN
• Collector
• Local 15.4%LOCAL
• Rural
Figure 3 on the right shows the crash percentages of each
type of roadway classification within the City of Decatur.
12.6%
Interstates and expressways are high-speed roadways that COLLECTOR 63%ARTERIAL
generally restrict non-vehicular traffic. These routes are
typically managed by the state and county, and crashes
occurring on them were excluded from this study by the
project team, primarily because the City lacks jurisdiction.
Additionally, travel patterns, speeds, and vehicle types on Figure 3-Crashes per Roadway Classification Percentages
interstates differ significantly from those on City roadways.
An arterial roadway is a high-capacity urban roadway that delivers traffic from collector roads to
expressways/interstates and between urban centers. They have higher speeds and volume of traffic than collector or
local roadways. Arterials allow for medium to high vehicular speed and commonly have lots of intersections and
Kapur Page 18 of 81
w an
