Guidepost
/NO`y
traffic lights. Such roads are often relatively straight, divided, and wide. This gives the perception to motorists of a
street with few conflict points, encouraging higher speeds. Pedestrian safety should be a high priority due to elevated
traffic speeds, which significantly increase the risk of severe injury or death in crashes involving pedestrians and other
vulnerable road users.
A collector road is a low-to-moderate-capacity road that serves to move traffic from local streets to arterial roads.
Unlike arterials, collector roads are designed to provide access to residential properties. This road type has the
function to collect traffic from all other streets and discharge it onto other collectors, arterials,or highways. Collector
roads are usually wide but not wider than arterials. Collectors typically allow relatively higher speed limits and may or
may not be divided, but they often have low traffic flow rate due to frequent stops and numerous signalized
intersections.
Local roads primarily provide access to and from individual properties, channeling traffic onto collector roads. They
typically carry the lowest traffic volumes and speeds among all roadway classifications, with lower speed limits and
driving speeds due to frequent pedestrian activity, particularly in residential areas. Buses and heavy vehicles are less
commonly expected on local streets.
Rural roadways in the City are located on its edges and are often characterized by higher speeds, narrower roadways,
and the lack of curb and gutter. Instead, they may have a paved shoulder as well as an unpaved shoulder.
Most crashes in the studied data occurred along arterial roadways, which connect local roads to the City's major
thoroughfares. Local roads also showed a high number of crashes, largely due to their density and numerous
intersections. However, local roadways exhibited a slightly lower crash severity rate, likely due to lower speeds.
Arterial, collector, and rural roads did not show significant differences in overall crash severity rates compared to the
average fatal and severe crash rate(3.3%).
While the overall severity rates for arterial and collector roads are similar to the average, both experienced a high
number of rear-end crashes, which tend to have low severity and thus reduce their overall severity rate. Arterial roads
had the highest number of head-on crashes, which are generally more severe, and all other crash types on arterials
had elevated severity rates compared to the average. Collector roads showed higher severity rates for angle and
sideswipe crashes. When rear-end crashes are excluded, the severe crash rate for both arterial and collector roads
increase by 0.7%, representing a notable rise compared to the overall average, as illustrated in Figure 4.
COLLE
3.5% SEVERE CRASH RATE 3.5'o SEVERE CRASH RATE
7SHES
4.Ap/o SEVERE CRASH RATE 1,SHES 4.2% SEVERE CRASH RATEVRASHES
Figure 4-Adjust Severe Crash Rates,City of Decatur
Crash Location
All crashes were designated as occurring in either the urban or rural areas of the City. Crash location played a
significant role in crash severity. Appendix H — Fatal and Severe Crash Hot Spots depicts where severe crashes are
more likely to occur in the City, showing that a large majority of crashes occur towards the center of the City, where it
is the most urban. A crash in an urban area was 1.75 times more likely to be a severe crash than one in a rural area.
This is due to the presence of arterial roadways in the City that have two-thirds of their crashes at intersections. With
just over 81%of crashes and a higher percentage of severe crashes, the City's focus should be prioritized in the urban
areas of the city.
Kapur Page 19 of 81
