lipc-•
7
1/ Guidepost
<<I NJ✓
Social Vulnerability
Within the City, the project team identified areas with a disproportionately high number of socially vulnerable
residents. Social vulnerability refers to demographic and socioeconomic factors, such as poverty, limited access to
transportation, and crowded housing, which heighten a community's risk when facing hazards and other stressors.
The socially vulnerable community in this study is defined using the US Census Bureau's 2022 Community Resilience
Estimate, which identifies Census tracts where a significant portion of the population exhibits more than three
components of social vulnerability. Figure 8 highlights 6 such tracts, along with the crash locations within them.
These social vulnerable areas showed an elevated number of severe crashes, particularly at intersections. Targeted
infrastructure improvements can help reduce crash severity, especially for pedestrians. Treatments such as rapid
rectangular flashing beacons (RRFBs) or signalized pedestrian crossings can reduce the risk of severe pedestrian
crashes. Enhancing traffic controls at intersections, especially those currently uncontrolled, will also improve safety.
The project team notes that existing signalized or stop-controlled intersections, visibility and compliance can be
increased by adding retroreflective backplates to signal heads and incorporating flashing lights around the perimeter
of stop signs.
P z • • •.
• • r e o' •
t - •.o'• vao. a •e m•
o _ .. . 0 8 • e • e o
• a •
a • • •
e o . 7
e . • •
•
r--+ I •• . • 1
• 9 IMAM 9 i • •o. .• .e
• •
• e • .r C. .• • ••
•
•
:214: IIVILIW
•
r ..
6s,
()Decatur City of Decatur Crashes 2018•2022
[!o/) Within Socially Vulnerable Communities
kapur . sty..
• .,h w, Pm.,.aro s,..,.,.
