Guidepost
Emphasis, Policy, and Guideline Recommendations
The purpose of this section is to identify high-risk locations and guide resource allocation where it can have the
greatest impact. Using the Safe System approach, the focus is on reducing severe and fatal crashes and advancing
Decatur's commitment to zero traffic deaths and serious injuries. To support this, safety programs are focused on
infrastructure, human behavior, responsible oversight of the vehicle and transportation industry, and emergency
response.
Emphasis Criteria
The project team and the City collaborated to establish a set of criteria for identifying high-priority roadways and
intersections in need of immediate improvement. Each criterion was assigned a priority factor ranging from 1 to 5 to
help determine the most critical areas of emphasis. During the second TAC meeting on June 6, 2025, the City and
other stakeholders worked together to rank each category. The criteria for roadway identification and their assigned
priority factors are:
• Is the roadway in the identified high injury network (HIN)?-4
• Was the roadway identified by the public in the social pinpoint mapping?-3
• Is the roadway inside of the identified socially vulnerable community area? — 2.5
• Is there public transit access on the roadway?-3
• Are portions of the roadway in proximity to a school? — 4.5
All roadways that were a part of the High Injury Network and/or identified by the public were identified as an area
emphasis. Each roadway was given a priority score based upon all of the factors above to identify a priority rank.
Appendix J contains the emphasized roadways ranked and Appendix K shows these roadways in a map form.
Intersections of emphasis were selected if they were identified by the public or had multiple severe crashes. (See
Crash Severity section) The criteria that were studied and their associated priority factors are:
• Is the intersection in the identified HIN?-4
• Were there multiple severe crashes at the intersection?- 5
• Was the intersection identified by the public in the social pinpoint mapping?-3
• Is the intersection inside of the identified socially vulnerable community area? — 2.5
• Does the intersection contain public transportation access?- 3
• Is the intersection in proximity to a school? — 4.5
Each intersection was given a priority score based upon all the factors above to identify a priority rank. Appendix L
contains all of the emphasized intersections ranked.
kapurA Page 33 of 81
t, au in
