Guidepost
Policies and Guidelines
The following section is divided into safety issues and recommends policies and guideline countermeasures to
facilitate the beginnings of improvement projects. The goal of the recommended countermeasures is to first reduce
the number of serious and fatal crashes rate, then to reduce the overall number of crashes for the area. These two
often go hand in hand but certain countermeasures have a greater impact on the crash severity rate but a lesser
impact on the overall crash rate. As part of the safe system approach countermeasures that reduce the crash severity
rate will be the primary focus. The purpose of this section is to look at countermeasures based on areas of emphasis
that can be applied on a network or city-wide basis for both existing and future roadways. Feasibility and cost
effectiveness are also considered in the recommendations. While some countermeasures may offer significant safety
benefits, those with extremely high costs or limited feasibility across most areas may be acknowledged but will not
be prioritized.
Pedestrian Safety and Accommodations
To increase pedestrian safety at intersections, the
primary recommended countermeasure is raised 1 '' i i ,!01
pedestrian crossings. A study done in Honolulu showed fi
promising results in pedestrian safety post installation.
The overall rate of crossing yield compliance increased _.r,,.r x `I 1 1r.
from 56% to 89°%o. These raised crossings will address !UMW
.k
several areas where issues were identified by the public 0 I
f- ,'
•
and the crash data. Through the public engagement s-_ -. I
process concerns were raised about student safety near 'a s-- = -
the southern end of South 16th Street near Eisenhower
High School. These concerns also aligned with historical
crash data. Sixteenth Street is a collector roadway - NYC DOT ,'.
connecting to local residential roadways. There are
currently no marked crosswalks near the high school Raised Pedestrian Crossing in New York City
along S 16th street and there are multiple intersections
where traffic can flow freely and gain speed easily. The combination of speed,no marked crosswalks, and high volume
of pedestrians leads to a very high-risk area. The addition of raised pedestrian crossings would help to reduce speeds,
increase crossing yield compliance, and heavily increase student safety near the school. This recommendation
primarily focuses on the local and collector roadway sections that have multiple intersections in proximity to each
other. While they can be effective on arterial roadways, due to the nature of the roadway where one of the primary
objectives is throughput of vehicles, raised crosswalks and other raised speed control devices are not well received
by the public or by emergency responders'. Raised crossings and speed cushions on arterial roadways should be
confined to school zones such as Lake Shore Drive near Eisenhower High School. Pedestrian refuge islands—small
islands in the center of a crossing—can be used either as a standalone countermeasure or as a supplement to raised
crossings. These refuges are particularly effective at long crossings where pedestrians may be unable to cross the
entire roadway in one signal cycle. Additional pedestrian safety enhancements include high-visibility crosswalk
markings, advance yield or stop markings and signage, improved nighttime lighting, and in-street pedestrian crossing
Daniel Alexander.
