Public feedback identified several locations
where adjusting signals could improve safety by allowing more protected movements. For example, at W. Eldorado
Street and N. Martin Luther King Jr. Drive—an intersection with high traffic volumes—implementing flashing yellow
arrows or protected green arrows could be effective, depending on the number of opposing lanes and turning traffic.
Research shows that converting at least one standard three-head signal to a flashing yellow arrow can reduce left-
turn crashes by about 36%,while installing a protected green arrow can reduce such crashes by nearly 14o%o'o
The STEP provides guidance on applying pedestrian crossing accommodations seen in - -. Most of the
uncontrolled intersections will fall into the category of 2 lanes, <_30 MPH, and Vehicle AADT <9,000. The guidelines
state that high-visibility crosswalk markings, parking restrictions on crosswalk approach, adequate nighttime lighting
levels, and crossing warning signs should always be considered where there are high levels of pedestrian traffic are
present.
