=oC7
Guidepost
There were 18 severe crashes on Grand Avenue and 4 of those being fatal. Two of the fatal crashes were at the
intersection of E Grand Avenue and N Woodford Street with both involving high speeds and ignoring the present
stop signs. This intersection is recommended to transition from stop sign control to signalized control to mitigate
these crashes. The public's main concerns were with pedestrian safety and speeding. The following intersections
were identified for improvements:
• E Grand Avenue&S Calhoun Street
• W Grand Avenue& N Gulick Avenue
• E Grand Avenue & N Clinton Street
• W Grand Avenue& N Fairview Avenue
• W Grand Avenue& Home Park Avenue
• W Grand Avenue& N McClellan Avenue
• W Grand Avenue& N Taylor Avenue
• W Grand Avenue& N WoodfoRoad Street
Pedestrian Safety
At the west end of W Grand Avenue it was identified that the south side of the roadway has no sidewalk,
LrT and the intersection of W Grand Avenue and Home Park Avenue has no marked crosswalks. Marked
rr"2 crosswalks are the minimum recommended countermeasure, but signage and RRFBs are likely to be
warranted at this intersection. The overall sidewalk for the stretch of Grand Avenue is currently in a state
of disrepair, making walking difficult. It is crucial to have proper pedestrian accommodations because W Grand
Avenue is a main entrance and crossing for students attending MacArthur High School. Regular maintenance of
these highly travelled sidewalks is recommended, and if right of way allows it, a multi-use path for cyclists would
increase pedestrian safety even more. Strava data shows there is not a heavy amount of bicyclist activity along W
Grand Avenue,so the bicycle accommodations are not required but could create an environment that will increase
the safety and frequency of people biking to the school. There are marked crosswalks or curb ramps at any
intersection near the High School. The three crossing streets primarily used for pedestrian crossing to the High
School are N Taylor Avenue, N McClellan Avenue, and N Fairview Avenue. The primary recommendation is to
increase student safety by adding raised pedestrian crossings at these intersections. Although W Grand Avenue is
an arterial roadway, it contains one of the main access points for students who live within walking distance to the
High School, and raised crossings are warranted for these intersections. Signage and RRFBs should also be
installed to supplement the raised crossings. The minimum countermeasure and a short term recommendation
would be the addition of marked crosswalks for all intersections, with additional signage and RRFBs recommended
where warranted.
Speeding
• +!% Speeding was a more prevalent issue east of N Oakland Avenue, while speeding was not as prevelent
o .1 west of N Oakland Avenue. Grand Avenue is a prime candidate for lane narrowing and chicane
installation. It is a divided roadway, which would allow for the lanes to be narrowed and the medians
widened or reconstructed to add chicanes. Both of these countermeasures would help to reduce the overall speed
on Grand Avenue. A short term solution would be to decrease the posted speed limit, small temporary curb
extensions,and/or temporarily marking chicanes.
kapur Page 60 of 81
