:JC
?- L Guidepost
Community Engagement
Engagement was a central part of the City of Decatur Safe Streets for All(SS4A)Safety Action Plan, helping the project
team understand residents lived experiences, current needs, and future vision for transportation safety in the City of
Decatur(the City). Outreach occurred throughout the planning process in two main stages.
Stage 1 (Early 2025):The City established a Technical Advisory Committee(TAC) of key stakeholders and
launched an online project website providing information about the project, a community survey, and an
interactive map where residents could highlight locations where they had safety concerns.
Stage 2 (June—September 2025):The project team conducted broader community engagement, gathering
input on the transportation safety challenges faced by people traveling on Decatur's streets.
Stage 1
Technical Advisory Committee(TAC)
In addition to community outreach, in Stage 1,the development process for the Safety Action Plan included engaging
with a TAC, which incorporated a variety of stakeholders and decision makers who engage in the implementation
process in the City. Inter-and Intra-governmental stakeholder engagement is a critical component of any successful
planning process. The TAC was established to assist in the development, implementation, and monitoring of the plan
in compliance with the requirements of SS4A. Communication with the TAC helped the plan to increase transparency,
build trust and credibility, and promote ideas and collaboration between the project team and members of the
community and agency decision makers.
The TAC included 24 key stakeholders identified by the City and project team, who participated in the creating a safety
community for all. Agencies and organizations that represented the TAC can be found in Appendix B. These
stakeholders and agencies included entities from emergency response departments, local businesses, schools,
hospitals, social welfare agencies, and several major businesses.Their input was used to assist and guide the project
team in the decision-making process of the Safety Action Plan.
The TAC members met three times at the Decatur Public Transit Facility throughout the duration of the project:
• Technical Advisory Committee Meeting #1 — April 24, 2025
• Technical Advisory Committee Meeting #2 —June 6,2025
• Technical Advisory Committee Meeting #3 — August 26,2025
kapur Page 8 of 81
