EXHIBIT A-1 <br /> CITY OF DECATUR, ILLINOIS <br /> NE QUADRANT WATER SYSTEM CAPACITY IMPROVEMENTS <br /> SCOPE OF PROFESSIONAL SERVICES <br /> The City of Decatur (COD) intends to construct a new water transmission main from the <br /> Garfield Avenue elevated water tank to the intersection of Hubbard Avenue and Brush <br /> College Road to serve an industry planning (i.e., the developer) to locate in this quadrant of <br /> the city. From a prior planning report, it was recommended the transmission main be either <br /> 30 or 36- inches in diameter.
