EXHIBIT A-1 <br /> CITY OF DECATUR, ILLINOIS <br /> NE QUADRANT WATER SYSTEM CAPACITY IMPROVEMENTS <br /> SCOPE OF PROFESSIONAL SERVICES <br /> COD has requested engineering services from CMT to assist with confirming the <br /> transmission main size and alignment, design of the transmission main along the <br /> recommended alignment, permitting and bidding services. However, the COD requests <br /> CMT to evaluate alternative alignments for the transmission main based on the Strand <br /> Associates report dated January 23, 2024. <br /> Due to the urban nature of the alignments being considered, the minimal space remaining <br /> in the existing right-of-way(ROW) beyond the curb line and sidewalk, as well as the <br /> schedule to place the main in service, COD anticipates the preferred transmission main <br /> alignment will likely be positioned in paved streets. Land acquisition tasks are included in <br /> this scope of professional services in the event they are needed. A nominal number of <br /> parcels is assumed for land acquisition effort. <br /> COD agrees to provide the following information to CMT as soon as possible after the <br /> Notice to Proceed is issued: <br /> • WaterGEMS model as referenced in the 2024/ 2025 water distribution system <br /> modeling report by Strand Associates. <br /> • Geotechnical data obtained from the project area resulting from other infrastructure <br /> improvements. <br /> Any fees associated with permitting will be paid for by the COD. <br /> It is understood that CMT milestone submittals to the COD may be shared with the <br /> developer. <br /> The scope of professional services is anticipated to include the following tasks: <br /> 1 . Data Collection: <br /> a. Gather city utility data, via a GIS shape file that may include water main, <br /> water services, sanitary sewer, sewer laterals, storm sewer, and pavement. <br /> b. Hire a private utility locate (PUL)firm to collect non-city utility data (gas, <br /> electric, fiber, etc.). Data format is unknown. <br /> c. Identify abandoned utilities, if possible. <br /> d. Prepare an updated GIS shape file that includes city and non-city utility <br /> information to create a holistic view of above and below ground utilities. <br /> e. Provide city-owned Lidar data. <br /> f. Resolve uncertainties and potential conflicts, where possible. <br /> 25008900.00 A1-2 01/13/2026 <br />
