ECONOMIC & COMMUNITY DEVELOPMENT DEPARTMENT <br /> No. 2026-14 <br /> February 17, 2026 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, City Manager <br /> Lacie Elzy, Economic & Community Development Director <br /> SUBJECT: Resolution Authorizing a Contract Change Order with E.L. Pruitt Company <br /> for Chiller Replacement at the Decatur Public Library. <br /> RECOMMENDATION: It is recommended that the proposed Resolution be approved. <br /> BACKGROUND: On February 5, 2024, City Council approved Resolution R2024-23 <br /> authorizing a construction contract with E.L. Pruitt Company for the Decatur Public <br /> Library Chiller Replacement Project in the amount of$1,706,400. <br /> Following award of the contract, staff determined that the HVAC controls system <br /> included in the E.L. Pruitt scope should be removed in order to pursue a more flexible <br /> and cost-effective controls platform better aligned with other City facilities. As a result, <br /> City Council approved Change Order No. 1 on May 6, 2024, which removed the controls <br /> system from the E.L. Pruitt contract and reduced the contract amount by $118,780. <br /> The City subsequently received a proposal from Clow Controls & Service Inc. to provide <br /> an updated HVAC controls system that is compatible with the existing equipment and <br /> already used at other City facilities, including Transit and the Decatur Civic Center. <br /> During continued construction of the chiller replacement project, additional mechanical <br /> work was identified as necessary to complete the installation and ensure proper system <br /> operation. This work includes chiller condensing water piping, roof penetrations and <br /> repairs, crane services, system refilling, and related appurtenances. <br /> The proposed resolution authorizes Change Order No. 5 with E.L. Pruitt Company in the <br /> amount of$63,700 to complete this necessary work, with no change to the project <br /> schedule. <br /> PRIOR ACTION: While the Architect identified this work as necessary, it was removed <br /> from the scope by prior staff due to budget constraints. This work must now be <br /> completed to maintain project integrity and prevent potential damage to the new chiller <br /> investment. <br /> The City Council approved Resolution 2023- 59, on April 3, 2023, approving an <br /> agreement with Architectural Expressions, LLP, for$ 120,000 for the design and <br /> construction oversight for improvements to the Decatur Public Library.
