ECONOMIC AND COMMUNITY DEVELOPMENT MEMORANDUM
Memo No. 2026-15
February 6,2026
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Melissa Hon, City Manager
Lacie Elzy,Director of Economic& Community Development
SUBJECT: Ordinances Rezoning the Property at 543 East Division Street from R-5 Two
Family Residence District to B-1 Neighborhood Shopping
SUMMARY RECOMMENDATION: Staff recommends approval of the ordinance rezoning the
property at 543 East Division Street from R-5 Two Family Residence District to B-1
Neighborhood Shopping. The City Plan Commission voted 5-1 to recommend approval of the
petition at the February 5, 2026, meeting. The minutes of the meeting are attached.
BACKGROUND: The petitioner proposes to rezone the site from R-5 Two-Family Residence to
B-1 Neighborhood Shopping Center District to allow for future development on the lot. The
petitioner owns the current convenience store located at 1597 N Martin Luther King Jr Drive that
is adjacent to this lot. Any future development on the site will require a site plan submitted to the
City for review and approval of the Department of Economic and Urban Development and Public
Works Department prior to the issuance of building permits.A landscaped buffer yard would need
to be added to the west side of the lot that is adjacent to a residentially zoned lot for any future
development.
The surrounding zoning and existing land uses include a mix of retail and residential uses. The
proposed B-1 zoning would be compatible and consistent with the surrounding zoning and uses.
For further details, please refer to the attached Plan Commission staff report.
POTENTIAL OBJECTION: There are no known objectors to the petition
INPUT FROM OTHER SOURCES: N/A
STAFF REFERENCE: Any additional questions may be forwarded to Lacie Elzy
(lelzy(aidecaturil.gov)
BUDGET/TIME IMPLICATIONS: None.
