ANDERSON PLAZA DECATUR, ILLINOIS 62523-1196 <br /> City Council Community Grants Evaluation Criteria <br /> Purpose <br /> To ensure all funding requests are evaluated consistently, transparently, and in alignment with the City's <br /> strategic goals, the following criteria will guide City Council decisions when allocating public funds to <br /> community grants for outside entities for public purposes only. <br /> 1. Alignment with City Priorities <br /> • The project directly supports the City's adopted Strategic Plan, Comprehensive Plan, or Council <br /> goals such as economic growth, public safety, neighborhood revitalization, or quality of life. <br /> • Clearly identifies measurable community benefits that advance these priorities. <br /> • Avoids duplication of existing City services unless adding measurable value. <br /> 2. Demonstrated Community Impact <br /> • Serves a clearly defined need supported by data, such as poverty reduction, workforce access, <br /> infrastructure, public safety, or housing. <br /> • Demonstrates how many residents or businesses will directly benefit. <br /> • Includes specific, quantifiable outcomes and evaluation methods. <br /> • Prioritizes equity, with programs that benefit low-to moderate-income residents or underserved <br /> areas whenever possible. <br /> 3. Financial Capacity & Accountability <br /> • Applicant provides proof of valid non-profit status. <br /> • Applicant provides a detailed, balanced budget showing how City funds will be used. <br /> • Demonstrates leveraging of other funding sources such as grants, private investment, or in-kind <br /> match. <br /> • Maintains sound financial practices, including audits or third-party financial statements. <br /> • Commits to reporting requirements such as quarterly or annual performance reports. <br /> 4. Organizational Capacity <br /> • Entity has a proven record of delivering similar programs successfully. <br /> • Qualified leadership and staff are in place to implement the proposed project. <br /> • Evidence of collaboration with other community partners to avoid silos or duplication. <br />
