EXHIBIT A-1
CITY OF DECATUR - PUBLIC WORKS DEPARTMENT
SANITARY SEWER SYSTEM REHABILITATION FOR
LOST BRIDGE NORTH (TA_3N) & FLORIAN (TA_6) BASINS
SCOPE OF DESIGN PHASE SERVICES
GENERAL
Crawford, Murphy & Tilly, Inc. (CMT) prepared the Sanitary Sewer Alternatives Analysis
(SSAA) in 2017 for the Lost Bridge North (LBN) and Florian sewer basins that
experienced basement backups and overflows due to extraneous water entering the
sewer system from sewer main, manhole and sewer lateral defects, as well as illegal
connections. The SSAA evaluated alternatives to eliminate SSOs and basement
backups, prepared opinions of cost for each alternative and performed a cost-effective
analysis to determine the preferred alternative. Each basin was evaluated and
compared independently.
The City of Decatur (COD) submitted the SSAA to USEPA-Region 5 in late 2017 and
received approval of the plan on April 24, 2025. Contained in the approval letter was an
implementation schedule for both basins that shows design starting in fiscal year (FY)
2027, construction starting in FY 2028 and completing construction by December 31,
2029 (FY 2029). Also noted in the approval letter is the desire of the COD to utilize the
IEPA-Infrastructure Financial Assistance Section (IFAS) State Revolving Fund (SRF) to
fund design and construction costs.
A Project Plan (PP) was developed for the LBN and Florian Basins and submitted to
IFAS on March 10, 2025 with the intent of the COD being listed on the IFAS Intended
Funding List (IFL) that is expected to be published on or before June 30, 2027. A
revised PP was submitted to IFAS on December 22, 2025. IFAS is expected to approve
the PP in early 2026.
The cost-effective alternatives described and identified in the PP from the SSAA are:
1. Alternative 2A for LBN, which includes sewer main and manhole rehabilitation,
along with lower sewer lateral rehabilitation. This alternative provides a 5-year
level of protection from rainfall derived inflow and infiltration (RDII).
2. Alternative 2A for Florian, which includes sewer main and manhole rehabilitation,
along with lower sewer lateral rehabilitation. This alternative provides a 5-year
level of protection from RDII.
Obtaining SRF funds for this project is not guaranteed. To be successful with obtaining
a loan from IFAS requires strategic planning to coordinate the design and construction
schedules with the SRF loan application process so that construction work is completed
by December 31, 2029. To meet the schedule requirements, the intent is to prepare one
set of bidding documents that covers rehabilitation of sewer mains, manholes and
sewer laterals. Generally, this goal is proposed to be accomplished in accordance with
the following schedule.
24006892.01 A-1-1 02/19/2026
