EXHIBIT A-1
CITY OF DECATUR - PUBLIC WORKS DEPARTMENT
SANITARY SEWER SYSTEM REHABILITATION FOR
LOST BRIDGE NORTH (TA_3N) & FLORIAN (TA_6) BASINS
SCOPE OF DESIGN PHASE SERVICES
• March 2026: approval of this engineering agreement and a notice to proceed
issued to CMT.
• March 2026: submit an updated Funding Nomination Form (FNF) to IFAS.
• October 2026: submit an updated PP with environmental signoffs to IFAS, if
needed based on design and permitting conditions.
• March 2027: submit an updated FNF and loan application to IFAS.
It is believed that maintaining the aforementioned schedule of submittals to IFAS will
likely result in the COD being listed on the IFL published on or around June 30, 2027,
but there are no guarantees. If this COD project is listed on the IFL, work is anticipated
to be advertised for bids in October of 2027. Having bids in hand and a
recommendation to award a contract prior to the end of 2027 potentially means
construction could start in the spring of 2028 and conclude by the end of 2029.
With the preferred alternative for each basin determined, the planning level information
will be transformed into actionable items in the form of construction plans, technical
specifications, bidding and contracting documents and opinions of cost so this work can
be publicly advertised and bid. Deliverables for Lost Bridge North and Florian sewer
system rehabilitation include the following:
1. Construction plans, specifications and bidding documents suitable for public
bidding of the sewer system rehabilitation and in accordance with COD and IFAS
rules and requirements.
2. Engineer's Opinions of Probable Construction Cost.
3. Legal descriptions and plats for inclusion in easement documents, where
needed.
Following are details from the SSAA report and engineering tasks to prepare the
deliverables. This scope of services includes field work to prepare design plans,
rehabilitation design, permitting, reviews and bidding. Contracting and construction
phase services are not included. This scope of services assumes the COD has
easements for sewer mains and manholes that are not in the public right-of-way.
LOST BRIDGE NORTH (LBN) — TA 3N
For LBN, the preferred alternative is 2A (5-year level of protection), which generally
includes all the work described below. Success of Alternative 2A is predicated on the
removal of all known connected sump pumps.
24006892.01 A-1-2 02/19/2026
