ECONOMIC & COMMUNITY DEVELOPMENT DEPARTMENT Memo No. 2026-22 March 16th 2026 TO: Honorable Mayor Julie Moore Wolfe and City Council FROM: Melissa Hon, City Manager Lacie Elzy, Economic & Community Development Director SUBJECT: Resolution Authorizing an Agreement with Architectural Expressions, LLP, For Architectural Oversight of Building Upgrades at 1170 N. Orchard Street. RECOMMENDATION: City staff recommends that the City Council approve the attached Resolution authorizing an Agreement with Architectural Expressions, LLP for architectural oversight of building upgrades at 1170 N. Orchard Street and authorizing the issuance of a purchase order. BACKGROUND: City Council previously approved Resolution R2025-284 authorizing an Agreement between Love, Learning, and Laughter Daycare, LLC (LLLD) and the City of Decatur for the property located at 1170 N. Orchard Street. As part of that Agreement,the City committed to completing certain improvements necessary for LLLD to obtain a Certificate of Occupancy and operate the daycare facility. Architectural Expressions, LLP will provide architectural oversight services related to the building upgrades required to bring the facility into compliance and move the project toward occupancy. POTENTIAL OBJECTIONS: None anticipated. Approval of this Resolution will allow staff to issue a purchase order and proceed with the interior remodel work so the facility can move toward occupancy.
