The City currently maintains seven active TIF districts—the
Central, Eastgate, Grand Avenue, Near North, Pines, and Southside TIFs—each created to address
distinct development challenges. To ensure these districts are used strategically and responsibly, the City
will strengthen TIF management, positioning itself for expanding outreach and launching new initiatives.
Clear policy guidance, financial transparency, and accessible tools will help maximize long-term impact.
To that end, the City will:
• Develop updated policies and procedures to clarify eligibility, evaluation criteria, and decision-making.
• Conduct district-by-district financial assessments to better understand obligations, available
increment, and projected investment capacity.
• Align TIF investments with the redevelopment plans outlined per TIF districts and with the
neighborhood, corridor, and housing priorities identified in this plan.
• Implement refined TIF-supported investment programs, including options for small businesses and
smaller-scale developers.
• Create TIF explanation sheets and pro forma templates to help property owners evaluate projects.
9
