ECONOMIC & COMMUNITY DEVELOPMENT DEPARTMENT
No. 2026-
April 6th, 2026
TO: Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon, City Manager
Lacie Elzy, Economic & Community Development Director
SUBJECT: Resolution Accepting and Adopting the Economic & Community
Development 2026-2029 Revitalization Plan
RECOMMENDATION: It is recommended that Council approve the Resolution and
adopt the Economic & Community Development 2026-2029 Revitalization Plan.
BACKGROUND: The Revitalization Plan serves as the Economic & Community
Development Department's three-year strategic framework. It establishes clear priorities,
measurable outcomes, and a coordinated investment strategy to guide economic
development, neighborhood stabilization, infrastructure investment, and long-range
planning.
The plan is organized around six priority areas:
1. Economic Development
2. Modern Service Delivery
3. Stronger Regions
4. Strategic Oversight of TIF Districts
5. Long-Range Planning
6. Corridor Revitalization
The Revitalization Plan was released for public review in January 2026 and remained
open for comment through March 2026. During that time, the plan was presented to the
Economic Development Corporation Board and the Decatur Golden K Kiwanis Club, and
was made available to other organizations upon request. It was also posted on the City's
website and shared on social media to ensure broad public access and opportunity for
feedback.
Recent discussion has referenced the Decatur Public Schools (DPS) study regarding
enrollment trends and demographic conditions. The trends identified in the study,
including declining birth rates, an aging population, and changes in household
composition, are challenges currently being experienced by many communities. The
Revitalization Plan includes targeted strategies intended to strengthen economic
competitiveness, support population stability, and improve long-term community vitality.
These demographic trends will also be analyzed in greater detail as part of the upcoming
Comprehensive Plan process.
