Employment opportunities remain one of the strongest predictors of population trends.
The Revitalization Plan prioritizes job growth and economic stability through Business
Retention and Expansion efforts, proactive marketing of economic incentives,
redevelopment of key sites, and continued improvements to development processes.
These efforts support a stronger local workforce environment and help position Decatur
to retain residents and attract new households over time.
The Revitalization Plan recognizes the importance of addressing housing needs across all
life stages. Like many communities, Decatur is experiencing an aging population.
Through federal HUD funding and the Home Repair and Accessibility Program (HRAP),
the City supports critical home repairs and accessibility improvements that allow
residents to safely remain in their homes as they age. These investments help preserve
existing housing stock, maintain neighborhood stability, and support long-term
community vitality.
In addition, the City utilizes federal Community Development Block Grant(CDBG)
funding to support a Homebuyer Down Payment Assistance Program. This program
encourages homeownership, strengthens neighborhood stability, and helps attract new
residents to Decatur. Increased homeownership supports property values, encourages
reinvestment, and contributes to long-term economic health.
Other initiatives in the Revitalization Plan that can directly impact economic growth,
regional stability, and housing market conditions include:
• Targeted housing investment to encourage population growth
• Improved management of TIF districts to support redevelopment and job creation
• Expanded code enforcement and property maintenance efforts to improve neighborhood
conditions
• Centralized grant efforts to more efficiently leverage federal and state resources
• Long-range planning initiatives, including the upcoming Comprehensive Plan and
Zoning Code updates
Through coordinated investments and targeted initiatives, the Revitalization Plan
positions the City to support long-term population stability and create conditions that may
positively influence enrollment trends over time.
BUDGET IMPACT: Adoption of the plan does not authorize new FY2026 expenditures
but identifies anticipated future budget needs for Council consideration.
PRIOR ACTION: The Revitalization Plan was presented to City Council in February
2026 as a discussion item. Following that presentation, the plan was made available for
public review and comment. Staff evaluated community feedback, incorporated revisions
where appropriate, and is now submitting the updated plan to Council for consideration
and adoption to guide implementation.
OBJECTIONS: Staff is not aware of any objections.
