I
a.
\ E Cleveland Aoe
The Oakwood region, which includes Millikin Heights and Lincoln Park, is home to Millikin University, a
nationally recognized institution that draws students, faculty, and visitors from across the country. The
region also contains some of Decatur's oldest and most architecturally significant homes, making it a
cornerstone of the city's cultural and historical identity.
The Community Survey identifies both strengths and areas for improvement within the region. At the
same time, the City owns several vacant and underutilized lots that present challenges as well as
opportunities for reinvestment. To address these challenges, we will:
• Update economic incentives to promote opportunities for housing developers to use vacant lots, with
a focus on meeting the community's documented need for new multifamily housing such as
apartments and condominiums.
• Preserve historic properties and upgrade infrastructure, ensuring that reinvestment protects the
region's unique character while improving quality of life for residents.
• Permit fee waivers: All building, plumbing, mechanical, and electrical permit fees will be waived for
1 homeowners and developers who construct new single-family or multifamily housing within focused
blocks.
5
