This vacancy not only weakens regional stability but also
creates barriers to attracting new residents and private investment. At the same time, this concentration
of available land presents a powerful opportunity for transformative redevelopment if paired with the right
tools and incentives.
• Redevelop city-owned parcels into new single-family and multifamily housing, aligning with the
findings of the Danter Housing Study on the urgent need for more diverse housing options.
• Focused grant support for homeowners and businesses to stabilize existing housing, improve
property conditions, and preserve affordability.
• Revamp side-lot sales program to more strategically further neighborhood revitalization.
• Corridor reinvestment to enhance the visibility and viability of the region as both a residential and
commercial anchor, leveraging façade programs and infrastructure upgrades.
6
