Council Memo <br /> Public Works Department <br /> No. 2026-41 <br /> DATE: 4/6/2026 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, City Manager <br /> Matt Newell,Director of Public Works <br /> SUBJECT: <br /> Resolution Accepting the Bid and Authorizing the Execution of a Contract with Burdick Plumbing and <br /> Heating Company,Inc. for the Northeast Water Main Extension—Boyd Rd to North of Cundiff Rd, City <br /> Project 2025-13 <br /> SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached <br /> resolutions approving the following: <br /> 1. A contract in the amount of$2,081,975 for the Northeast Water Main Extension—Boyd to North of <br /> CundiffRd, City Project 2025-13,with Burdick Plumbing and Heating Company, Inc. as the lowest <br /> qualified and responsible bidder, and that the Mayor be authorized to execute the contract and the City <br /> Clerk to attest. Attachments to the Resolution include all contract documents except for standard <br /> "boilerplate" language and project specific drawings and specifications, general conditions, and standard <br /> provisions, common to all City Contracts. Anyone wishing to review the full set of contract documents <br /> may obtain copies from the City Clerk. <br /> 2. A professional services agreement with Clark Dietz, Inc., to provide construction engineering services <br /> for the Northeast Water Main Extension, City Project 2025-13, for a fee not to exceed $90,700. <br /> BACKGROUND: <br /> Illinois Department of Commerce and Economic Opportunity Grant <br /> The City entered into intergovernmental agreements in 2025 with the Illinois Department of Commerce and <br /> Economic Opportunity (DCEO)notified the for two site readiness grants aimed at assisting development on the <br /> northeast area of the City: <br /> 1. Planning Grant—A $149,000 grant was awarded to perform preliminary engineering for a possible <br /> pipeline extending from the City's DeWitt Wellfield to the northeast side of the City. <br /> 2. Construction Grant—A$2.918 million grant was awarded to fund a large portion of extending a City <br /> watermain north of I-72 west of Illinois Rt. 48 to provide potable water for potential development in that <br /> general area. <br /> Northeast Water Main Extension <br /> The distribution system master plan calls for a 12" loop from the existing watermain at Commercial Crossing/Rt <br /> 48 to Hickory Pt. Rd/Rt51 to serve the area north of Interstate 72. The project will construct a new watermain <br /> from the Commercial Crossing/Rt 48 to Brush College Rd north of Cundiff Rd (see attached location <br />
