The sites are currently identified for development in the <br /> Intersect Illinois EDC system. <br /> Project Bid Review <br /> The project plans and specifications were prepared by Clark Dietz, Inc and advertised by the Engineering <br /> Division. The project was advertised on February 25, 2026, and bids were opened on March 25, 2026. The <br /> results for the letting are as follows: <br /> Base Bid Price Compared to <br /> Bidder p <br /> Engineer's Est. <br /> Over(-Under) <br /> Burdick Plumbing and Heating Company $2,081,975.00 -17.0% <br /> Twin Lakes Civil Construction $2,198,765.00 -12.3% <br /> Schomburg and Schomburg Construction $2,430,997.45 -3.0% <br /> Fuetz Contractors, Inc $2,836,701.00 13.2% <br /> Engineer's Estimate $2,507,100.00 - <br /> Burdick Plumbing and Heating Company provided the lowest, qualified bid at 17% below the Engineer's <br /> Estimate. Their bid proposal has been reviewed by staff and Clark Dietz and has been found to be responsible <br /> and responsive. Staff recommends that the City Council approve a contract with Burdick Plumbing and Heating <br /> Company, Inc., to perform the project. <br /> Minority Participation <br /> Contractors for City Projects shall comply with City Code Chapter 28,Article 10, "Minority Participation Goals <br /> for Public Works Contracts." Contractors for City projects shall make a good faith effort to comply with the <br /> following minimum goals: <br /> 1. Ten(10)percent of the total dollar amount of the contract should be performed by Minority Business <br /> Enterprises if subcontracting opportunities are available; and, <br /> 2. Eighteen(18)percent of the total hours worked should be performed by minority workers. <br /> Subcontracting is not required for a City project. Burdick Plumbing& Heating Company, Inc. will self-perform <br /> an estimated 81%of the contract and subcontract 19% for asphalt, landscaping,boring, layout and <br /> trucking. Burdick Plumbing &Heating Company, Inc. provided documentation that they will exceed the City's <br /> goals with 6% subcontracting for trucking, seeding and excavation and 20% for the purchase of goods, <br /> materials or equipment. <br /> Construction Engineering Services Agreement <br /> The scope of services proposed by Clark Dietz to assist in construction oversight includes the following tasks: <br /> 1. Project administration <br /> 2. Contractor coordination meetings <br /> 3. Shop drawing review and requests for information assistance <br /> 4. Field observation assistance <br /> 5. Testing <br /> 6. Prepare record drawings <br />
