The total fee is not to exceed $90,700 and is covered within the grant. The total grant award for design, construction and construction engineering is 2,918,000. The total estimated cost is 2,312,457 which is under the grant award amount. The grant is a 25%match by the City for costs up to the maximum amount. The work will begin immediately,with all work estimated to be substantially complete by December 31, 2026 with all restoration to be completed by June 1, 2027. LEGAL REVIEW: The project plans and specifications were approved by the Legal Department on February 10, 2026. PRIOR COUNCIL ACTION: June 2, 2025—City Council approved R2025-198 approving Intergovernmental Agreement with Illinois DCEO for a site readiness planning grant for$149,000 for the Dewitt Wellfield Pipeline. June 16, 2025—City Council approved 82025-211 approving a professional Services Agreement with Burns and McDonnell Engineering Company for engineering services for the Dewett Wellfield Pipeline, C.P. 2023- 11, for$235,600. September 15, 2025—City Council approved R2025-274 approving Intergovernmental Agreement with Illinois DCEO for a site readiness planning grant for$2,918,000 for the Northeast Water Main Extension. September 15, 2025—City Council approved R2025-275 approving a professional Services Agreement with Clark Dietz for engineering services for the Northeast Water Main Extension, C.P. 2025-13, for $139,800. POTENTIAL OBJECTIONS: There are no known objections to this resolution. INPUT FROM OTHER SOURCES: The Illinois Department of Commerce and Economic Opportunity and Clark Dietz Inc. BUDGET/TIME IMPLICATIONS: Budget Impact: The full funding allocation for this project was inadvertently left out of the approved 2026 capital budget. It is anticipated that an additional $1.5 million will be needed to cover the project in 2026, most of which is being reimbursed by the DCEO grant. Due to extensive material delivery times,planned electrical improvements at the South Water Treatment Plant are expected to spend less than half of its $13.5 million allocation in 2026. This will free up more than sufficient funds in the Water Capital Fund(Fund 81) for the increased expenditure. It is expected that this project will be 75% reimbursed by the Illinois DCEO. The total costs are as follows; design engineering services ($139.800), construction($2,081,975)and construction engineering services ($90,700).
