City of Decatur GRR Project
Exhibit A — Construction Services for the 2026 GRR Project
Scope of Services, Time of Performance, and Fee
This Exhibit A to the Agreement between the City of Decatur and CDM Smith Inc. (CDM Smith)
contains the scope of services, schedule, and fee, for limited outreach and construction phase services
for the 2026 GRR Project.
Task 1.1 Construction Administration-CDM Smith has developed this scope assuming CDM Smith
would provide office phase services in conjunction with this task. Included are the following items in
our scope and budget:
• Assist the City in creating a conformed set of construction documents incorporating any
addenda and information received during bid into the bid set.
• Attend and support the City in a preconstruction meeting with contractor and the City.
• Review shop drawings, samples, and other submissions (including schedule of values, work
schedule, and technical submittals) related to the GRRs made by the contractors during the
project. Such review shall be limited to the purpose of determining conformance with the
information given in the Contract Documents, BABA, and compatibility with the design concept
of the completed project as a functioning whole as indicated in the Contract Documents.
• Prepare and submit interpretations and clarifications (RFIs) as may be required for the
Contract Documents related to private-side LSLRs. Where construction changes arise in
relation to the project, CDM Smith will discuss them with the City to determine a consensus as
to how to proceed based on our interpretation of the Contract Documents. All clarifications
related to GRR will be issued in writing by CDM Smith. Such clarifications and interpretations
will be consistent with the intent of and reasonably inferable from the Contract Documents.
Attend weekly progress meetings during construction (assuming four months of weekly
meetings during contractor mobilization)to discuss ongoing project status. These meetings are
assumed to be led by the City and virtual.
• Provide monthly quantity summaries to the City for City staff to review prior to approval of
contractor applications for paymen. Review updated construction schedules related to the
project.
■ Provide data management support during construction.Typical data management support
includes creating views in the App to assist the Contractor with their work, uploading any
ROEs obtained during construction, and general maintenance of the data to create
summaries for City staff.
• Assist the City in closeout of the construction contract. The general conditions of the Contract
Documents will establish procedures for final inspection, punchlist items, and contract
closeout, which will include final inspections, certifications, determining contract completion,
homeowner complaints, and recommending the final payment for the contract.
■ IEPA loan administration, disbursement requests, Illinois Works act tracking, and associated
with IEPA loan assistance.
Task 1.2 Construction Inspection-CDM Smith has developed this scope assuming CDM Smith would
have a limited role in the replacements.
