Total Estimated Project Cost $5,014,750
Total Loan Requested $5,014,750
As is common with the Public Water Supply Loan Program, the actual loan document will not be fully written
until a construction contract has been awarded by the City Council and the loan application is approved by the
IEPA. At that point, the loan agreement will be signed by the City Manager to activate the loan. The City is not
allowed to issue the contract and notice of award until the loan is executed.
The project includes the replacement of approximately 380 water services in census tracks 5.01 and 6, see
attached map. The City and CDM Smith, Inc. have been actively seeking Right of Entry's (ROE) from the
property owners and have received approx. half to date. The City, Consultant, and Contractor will continue to
seek ROEs from the property owners. If a ROE cannot be obtained, the project will only replace the City-
owned portion of the water service.
MINORITY PARTICIPATION GOALS:
Contractors for City Projects shall comply with City Code Chapter 28, Article 10, "Minority Participation Goals
for Public Works Contracts."
Contractors for City projects shall make a good faith effort to comply with the following minimum goals:
1. Ten (10)percent of the total dollar amount of the contract should be performed by Minority Business
Enterprises (MBE) if subcontracting opportunities are available and/or ten (10)percent of the total dollar
amount should be for the purchase of goods, material, and equipment to MBE; and,
2. Eighteen (18)percent of the total hours worked should be performed by minority workers.
3. If the use of Minority Business Enterprise meets or exceeds 20% of the final contract value, the City will
award a 2%Bonus based on the final contract amount up to a maximum of$50,000.
Burdick Plumbing and Heating Company, Inc is expecting to self perform approx. 82%of the work with 18%
subcontracted. Burdick has identified subcontracting approximately 4% of the work to MBEs for seeding,
excavation and trucking and 11% for material supply. The proposal exceeds the 10% goal, and a waiver is not
needed.
Professional Engineering Services Agreement
The Agreement with CDM Smith includes the following work items:
1. Assist in the preparation of the final contract documents and loan agreements.
2. Review shop drawings, samples and other submissions provided by the contractor.
3. Respond to requests for information from the contractor. Provide guidance on change orders and
responses to unplanned conditions.
4. Review the pay applications and quantities for the project.
5. Manage the information gathered by the project regarding water services identified and worked on.
6. Assist with project closeout and preparation of final contract and loan documents.
7. Overall IEPA loan administration.
LEGAL REVIEW: The project specifications and professional services agreement were reviewed by the Legal
Department on February 10, 2026 and March 20, 2026
PRIOR COUNCIL ACTION:
• January 17, 2023 —City Council approved a cost-sharing program for replacement of water service
