Council Memo
Public Works Department
No. 2026-62
DATE: 6/1/2026
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon, City, Manager
Matt Newell,Director of Public Works
Jason Lawson,Water Services Manager
SUBJECT:
Resolution Authorizing a Standard North American Cellular AMI Solution Agreement with Itron, Inc.
SUMMARY RECOMMENDATION:
Staff recommends approving the attached resolutions:
1. Authorizing an agreement with Itron, Inc., for hardware and software services. The resolution includes
the expenditure of$32,228.75 to Itron Inc. for Year 1 maintenance fees; and,
2. Authorizing the expenditure of$30,720.00 to the authorized Itron distributor, United Systems Software
Inc. (USS), to provide hardware, setup and services.
BACKGROUND:
In 2013, the City entered into an agreement with Johnson Controls, Inc, to provide Advanced Metering
Infrastructure (AMI) that reads water meters remotely through a repeater and collector system which
automatically uploads water use information to the City. The City began using Itron's Analytics Services in
May 2015, to provide staff with the ability to better analyze and use the data that is gathered by the Itron AMI
system.
The City has been informed that Itron's Analytics software will end on December 31, 2026. They are replacing
it with an upgraded software system called Temetra. Like the Analytics software currently used by the City,
Temetra translates the remote water meter data to be used for customer service and auditing of the water utility
but with more capability to expand services. The City also uses Itron's cloud services to host the City's long-
term water utility data storage. Utility Customer Services and Water Services staff utilize the software on a
daily basis to identify unusually low and high use by water customers, assist with public inquiries, and detect
illegal water usage. It is planned to get the new system in place before the end of the year.
The Temetra Cellular Encoders/Receivers/Transmitters (ERTS) setup and services quote includes 126 cellular
units to use in areas that are hard to receive transmitted data. These are areas that currently need to be collected
individually using handheld devices.
LEGAL REVIEW: The agreement was provided to the Legal and IT Departments for review on April 27,
2026.
PRIOR COUNCIL ACTION:
