The Project team will conduct a comprehensive review of the existing regulatory framework <br /> and prepare an annotated outline that defines the proposed organization, chapter structure, zoning districts, <br /> development standards, administrative procedures, and regulatory components of the new ordinance. A key <br /> objective of this task is the integration of the existing Zoning Ordinance and Subdivision Ordinance into a single, <br /> user-friendly document that improves clarity, consistency, and ease of administration. The annotated outline will <br /> serve as the foundation for subsequent ordinance drafting and policy development efforts. <br /> Deliverables <br /> • Unified Development Ordinance Annotated Outline and Format <br /> Task 3.2—Unified Development Ordinance First Draft <br /> This task involves the preparation of the initial draft of the Unified Development Ordinance (UDO), transforming <br /> the policy direction established through the Comprehensive Plan, technical review, stakeholder engagement <br /> process, and annotated outline into enforceable regulatory language. The Project team will update and integrate <br /> the existing Subdivision Ordinance with the Zoning Ordinance to create a single, cohesive development regulation <br /> document. The first draft will establish zoning districts, land use regulations, development standards, subdivision <br /> requirements, administrative procedures, approval processes, definitions, and other implementation mechanisms <br /> necessary to support the City's long-term planning objectives. This draft will serve as the primary working <br /> document for staff, stakeholder, Planning Commission, and City Council review. <br /> Deliverables <br /> • Subdivision Ordinance Update and Integration with Zoning Ordinance <br /> • Unified Development Ordinance First Draft <br /> Task 3.3—UDO First Draft Review and Second Draft Preparation <br /> This task includes the review and refinement of the initial Unified Development Ordinance (UDO) draft based on <br /> feedback received from City staff, stakeholders, the Planning Commission, City Council, and other project <br /> participants. The Project team will evaluate comments, identify necessary revisions, resolve policy and regulatory <br /> issues, and prepare an updated draft that reflects stakeholder consensus and the City's planning objectives. The <br /> second draft will improve ordinance clarity, usability, and legal defensibility while ensuring consistency with the <br /> Comprehensive Plan, technical review findings, and adopted zoning policies.
