BURNS .. McDONNELL-
June 5, 2026 EXHIBIT A
Robert Weil, PE, MSCE, MEd
Water Production General Manager
1155 S Martin Luther King Jr. Drive
Decatur, IL 62521
RE: Proposal for Engineering Services
South Water Treatment Plant Expansion Plan
Dear Mr. Weil:
Burns & McDonnell Engineering Co., Inc. (BMcD)has prepared a Scope of Services (Scope)
per your request for engineering services for the South Water Treatment Plant(SWTP)
Expansion for the City of Decatur(City).
BACKGROUND
The City is experiencing a period of significant industrial growth, positioning it as a key
economic hub in the region. This growth is projected to place substantial new demands on the
City's drinking water infrastructure. The SWTP currently has a nameplate capacity of 36.0 MGD
and operates with a reserve capacity that will be reduced once the new industrial demand comes
online. In response, the City issued a Request for Qualifications and Proposals for this SWTP
Expansion plan project(Expansion Plan). The purpose of this Expansion Plan is to perform data
collection, analysis, and preliminary, conceptual engineering for future capital projects to be
incorporated into the City's overall Capital Improvements Plan(CIP).The findings and
conceptual designs will be summarized in a preliminary design report, which is the primary
deliverable to be prepared under this Scope. Some of the capital projects will require an
evaluation of multiple alternatives, which will be included in the preliminary design report. After
the City selects the desired alternative, a final conceptual design of the selected alternative will
be prepared as part of a subsequent authorization of services. The Expansion Plan will include an
estimate of the maximum allowable buildout capacity of the SWTP and address several key areas
critical to the SWTP's long-term reliability and resilience, including:
• Capacity and Treatment Enhancements: Evaluating alternatives to increase treatment
capacity and improve the performance of core processes like clarification, filtration, and
storage.
• Regulatory Compliance: Addressing ongoing challenges with Disinfection Byproducts
(DBPs) and preparing for the treatment of potential emerging contaminants.
• Security and Resilience: Incorporating physical and cybersecurity improvements as
highlighted in the City's 2025 Risk and Resilience Assessment(RRA).
This Expansion Plan is a continuation of planning efforts undertaken by the City. Several of the
evaluations included in this scope, particularly those related to disinfection, storage, and filter
media, will build upon the findings and data from the ongoing Disinfection Byproduct Reduction
Study report drafted by BMcD. This approach will further drive the understanding of the
SWTP's water quality and operational needs, allowing the City to make strategic, data-driven
investments for the future.
1
