i) Organize and facilitate one (1)virtual workshop (up to 2 hours)with City
stakeholders, including operations and maintenance staff.
ii) The purpose of this workshop is to present the identified operational vulnerabilities,
discuss the conceptual mitigation strategies, and collaboratively prioritize the
improvements based on risk and operational impact.
iii) A summary of the workshop, which may be in the form of meeting minutes or
presentation slides, will be provided to document the discussion and the final
prioritized list of mitigations.
c) A separate technical memorandum will be developed to summarize the results of this
task.
11)SUSTAINABLE LANDSCAPE MANAGEMENT
a) Lake Decatur Protection Analysis:
i) Define Pollutants of Concern: The analysis will begin by defining the "pollution" to
be addressed. This will focus on non-point source pollutants typically associated with
site runoff, such as sediment(Total Suspended Solids-TSS)and nutrients(e.g.,
phosphorus).
b) Develop Alternatives: Develop and compare up to two (2) conceptual alternatives for
passive vegetated stormwater management and surface water protection improvements
along the site's drainage paths to Lake Decatur.Alternatives may include, but are not
limited to, vegetated buffers, bioswales, native prairie plantings, stormwater wetland
features, infiltration areas, or other passive landscape-based best management practices.
The alternatives will be developed at a conceptual level to support planning, cost
estimating, and discussion with the City.
i) Alternative 1:Develop a conceptual passive vegetated stormwater management
alternative focused on reducing sediment, nutrient, and general non-point source
pollutant loading from site runoff prior to discharge toward Lake Decatur. The
alternative will include a general description of the proposed approach, anticipated
benefits, planning-level siting considerations, and conceptual-level implementation
requirements.
ii) Alternative 2:Develop a second conceptual passive vegetated stormwater
management alternative that provides a different level of treatment intensity,
footprint, maintenance approach, or integration with site aesthetics/security. The
alternative will include a general description of the proposed approach, anticipated
benefits,planning-level siting considerations, and conceptual-level implementation
requirements.
c) Security Enhancements through Landscape Design:
i) Provide input on how the proposed landscape design can be used to enhance physical
site security, incorporating principles of Crime Prevention Through Environmental
Design(CPTED).
ii) Considerations will include the use of low-growing, dense, or thorny vegetation to
create stand-off barriers near the perimeter fence and the maintenance of clear
sightlines from the main plant buildings.
d) Conceptual Costing:
i) For each of the Lake Decatur protection alternatives, develop a conceptual-level
(AACE Class 5) cost estimate.
9
