16. The sustainable landscape management alternatives will be developed at a conceptual
planning level only. Up to two (2)passive vegetated stormwater management alternatives
will be evaluated.
17. The constructed wetland or passive polishing system evaluation will be a high-level
screening study only. The scope does not include process-level treatment modeling, detailed
pH attenuation calculations, wetland biogeochemical modeling, pilot testing, hydraulic
residence time optimization, detailed hydraulic modeling, groundwater modeling, or
confirmation that the system can achieve a specific pH reduction. The passive polishing
system concept is assumed to be a supplemental or polishing treatment approach. The scope
does not assume that the passive system will replace active pH adjustment using CO2 or other
chemical feed systems.
18. Conceptual layouts will be based on available mapping, record information, and readily
available site information. Topographic survey, geotechnical investigation, wetland
delineation, environmental permitting, and regulatory agency coordination are not included.
19. All meetings and workshops will be virtual except for two (2) in-person meetings at the City
of Decatur. One of the in-person meetings will performed in conjunction with the Site Visit to
be performed in Task 10 (Operational Vulnerabilities Evaluation).
20. The physical security scope is limited to providing conceptual implementation
considerations. It does not include a new or updated threat and vulnerability assessment, nor
does it constitute a certification of the site's security posture.
21. The design, specification, and IT integration of the security camera system and the access
control system are excluded from this scope.
22. This scope of work does not include an evaluation for the presence of hazardous materials
(e.g., asbestos, lead-based paint). If such materials are discovered, their identification,
characterization, and abatement are outside this scope.
23. Permitting support, environmental impact assessments, and coordination with regulatory
agencies other than the preliminary IDOT meeting are not included in this scope of work.
24. Operational vulnerabilities evaluation does not include the following engineered systems:
water distribution, electrical, I/C, or HVAC.
25. It is understood that due to the unknown and changing nature of needs within the City over
the term of this Agreement, the types of services necessary to support activities of the Project
may be changed, modified, or extended beyond the areas defined in the Scope of Services.
Only major tasks have been captured in the Scope of Services. It is envisioned that over the
course of the project, the City may require support on other initiatives and tasks, such as
hydraulic modeling, additional system testing, topographic survey, geotechnical engineering,
detailed design engineering, bidding and construction services. At the discretion of the City,
Consultant may be requested to provide additional City-authorized services under an
amendment to this Agreement.
12
