FRONTLINE
COMMUNICATIONS Decatur Police Department
0ir1 of Preece
'MOshkosh
Crisis Negotiation Vehicle Proposal
Operational Test per Current Edition NFPA Standard
The apparatus manufacturer will perform the following operation test and ensure that the power
source and any devices that are attached to the line voltage electrical system are properly connected
and in working order. The test will be witnessed and the results certified by an independent third-
party certification organization.
The prime mover will be started from a cold start condition and the line voltage electrical system
loaded to 100 percent of the nameplate rating.
The power source will be operated at 100 percent of its nameplate voltage for a minimum of two
(2) hours unless the system meets category certification as defined in the current edition of
applicable NFPA standards.
Where the line voltage power is derived from the vehicle's low voltage system, the minimum
continuous electrical load as defined in the current edition of applicable NFPA standards will be
applied to the low voltage electrical system during the operational test.
POWER SYSTEM
The VIP® was developed by Frontline Communications engineering as an innovation to replace
on-board gasoline generators which are noisy, less reliable, and costly to repair. It quickly became
the preferred power system for gasoline platforms and a US Patent was issued in September of
2018, and another in 2019. There are currently hundreds of vehicles with this dependable
innovative power system in operation.
Exclusive Patented Vehicle Integrated Power system provides 12V/120V power for vehicle
operating systems. Includes a separate heavy duty 14.4Vdc 360A alternator, four (4) 100Ah
LiFePO4 lithium construction batteries which can be isolated. This includes a customized battery
management system(BMS),a 3000VA inverter/charger(select from the Inverter category)and an
LCD touch screen control panel with real time remote control and monitoring via GSM-Cellular
and/or IP Wi-Fi.The system provides 3000VA(Nominal)of AC power from batteries to allow the
systems to operate with the vehicle engine off. The system includes low battery warning.
Also included are 4 photovoltaic solar panel arrays with smart solar charge controllers mounted
on the roof to provide an auxiliary 20a for system/vehicle battery charging.
This system includes composite insulation installed under the floor. This insulation creates a
thermal barrier to limit the transfer of heat generated by the vehicle engine and exhaust system
during high idling. The thermal barrier ensures a reduction of up to 70 F between the steel floor
underneath the vehicle and the interior flooring and extends into the driver/passenger cab footwell
area. This feature is standard with the VIP power system.
Bid#253 Page 20 Printed:5/11/2026
