EXHIBIT A <br /> LAKE DECATUR WATERSHED FARMLAND CONSERVATION PROGRAM <br /> PROTECTION PROGRAM AGREEMENT <br /> In consideration of the foregoing recitals, the mutual covenants and agreements hereinafter <br /> set forth,and for good and valuable consideration, the receipt, sufficiency and adequacy of which <br /> are hereby acknowledged,this Agreement("Agreement") is entered into by and between Ronald <br /> R. Helm and Jeanne E. Helm("Owner") and the City of Decatur, Illinois,an Illinois municipal <br /> corporation("City"). The parties agree as follows: <br /> 1. Owner agrees to participate in City's Lake Decatur Watershed Protection("Program")for <br /> soil erosion control,nutrient management and water quality improvements for property they own <br /> located in Macon,County, Illinois more particularly described as <br /> Beginning at a point on the West line of the East Half(E)of the West Half(W)of Section 14, <br /> Township 17 North,Range 3 East of the Third Principal Meridian, Macon County, Illinois, <br /> 3300.09 feet S 0°18'08" E of the Northwest corner of the East Half(E)of the West Half(W)of <br /> said Section 14, running thence N 89°12'21" E for 701.67 feet;thence S 0°18'08"E for 1354.17 <br /> feet;thence S 82°02'43" W for 281.53 feet;thence S 71°33'43" W for 114.42 feet;thence N <br /> 11°04'35" W for 472.41 feet; thence N 87°40'07"E 30.00 feet; thence N 7°40'21 W for 551.45 <br /> feet;thence S 87°40'07" W for 184.93 feet;thence N 0°18'08" W for 416.31 feet to the point of <br /> beginning,containing 17 acres more or less, located in the County of Macon, State of Illinois <br /> and hereinafter referred to as"Property." <br /> 2.
