Council Memo
Public Works Department
No. 2026-74
DATE: 7/20/2026
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon, City Manager
Matt Newell, Director of Public Works
Paul Caswell, City Engineer
SUBJECT:
Resolution Authorizing a Professional Engineering Services Agreement with Clark Dietz Inc. to Provide Design
Engineering Services for the North Summitt Avenue Drainage Improvements, City Project 2026-18
SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached
Resolution authorizing the Mayor to sign and the City Clerk to attest a Resolution approving a professional
services agreement with Clark Dietz, Inc. for the design of the North Summit Avenue Drainage Improvements
for a fee not to exceed $274,800.
BACKGROUND:
The North Summit Avenue Drainage Improvement, see attached location map, is identified as the number 2
priority area in the 2024 stormwater fee increase and 2026 budget. The project area has undersized storm sewers
and surface drainage that follows the natural drainage path between houses. The area also overlays the Ellen and
Division inflow and infiltration project location that is included in the USEPA Administrative Consent Order
(ACO)with the City. The ACO requires the City to eliminate sanitary sewer overflows and reduce basement
backups. It has long been documented in other City projects that inadequate storm drainage has a large effect on
the amount of inflow and infiltration into the sanitary sewer.
The project plan is to improve the existing drainage by the installation of new storm sewers and improvement of
the existing ditches where possible. The project flows through a private pond owned by 12 properties northwest
of the intersection of Harrison and Summit Ave. The pond was built by the subdivision but not built for
stormwater detention. The City has received many complaints from property owners bordering the pond seeking
assistance in improving the water quality due to eutrophication and sediment. The design will include a review
of the plan's effect on the pond.
Request for Proposals
On January 6, 2026, the City issued a request for proposals and qualifications to provide design services for the
drainage improvements of the North Summit area. Proposals were received on February 13, 2026. Eight firms
submitted formal statements of qualifications. Public Works Department staff reviewed the proposals and
shortlisted three firms to interview. After the interviews, the team recommended Clark Dietz, Inc., of
Champaign, IL, as the firm best able to serve the City in performing the requested design services.
Engineering Services Agreement
The design services are to prepare drawings and specifications for construction and necessary permits.
The Agreement will generally include the following services:
