Council Memo
Public Works Department
No. 2026-88
DATE: 11/2/2026
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon, City Manager
Matt Newell, Director of Public Works
SUBJECT: Ordinance Authorizing the City of Decatur, Illinois to Borrow Funds from the Water Pollution
Control Loan Program through the Illinois Environmental Protection Agency for the Broadway and Jasper
Sewer Rehabilitation Project, City Project 2022-01
SUMMARY RECOMMENDATION: It is recommended that the City Council approve, and that the Mayor
be authorized to execute the Loan Ordinance authorizing the City to Borrow Funds from the Water Pollution
Control Program through the Illinois Environmental Projection Agency for the Broadway and Jasper Sewer
Rehabilitation Project for the Broadway and Jasper Sewer Rehabilitation Project, City Project 2022-01.
BACKGROUND: The City's large diameter critical sewers are sewers with diameters ranging from 3 to 7 feet.
They are major trunk sewers that serve large areas of the City and are vital to the City's sewer system. There are
5 critical sanitary sewers that are owned and operated by the City: 7th Ward Sewer, McKinley Avenue Sewer,
Union Street Sewer, Lake Shore Drive Sewer, and Broadway/Jasper Sewer. Failure of a critical sewer would
have dire consequences for the City such as loss of service for large sections of the City, pollution of the land
and our drinking water supply, very high repair costs and possibly significant private property and building
damage.
The Public Works Department prepared a Critical Sewers Rehabilitation Facilities Plan which was
approved by the Illinois Environmental Protection Agency (IEPA) on February 4, 2013. The plan
analyzed four of the five critical sanitary sewers; Lake Shore Drive Sewer, 7th Ward Sewer, McKinley Avenue
Sewer and Union Street Sewer. The City has completed all rehabilitation work on the four critical sewers
analyzed in the plan.
At the initiation of the sanitary sewer master plan in 2009, the Broadway and Jasper St Sewer did not show
significant signs of deterioration was not included in the facilities plan. Recent inspections have shown
additional deterioration, initiating the need for rehabilitation.
Broadway and Jasper Street Sewer
The Broadway and Jasper St sewer was originally constructed circa 1890's and is a brick pipe varying in size
from 36" to 84" in diameter, both circular and egg shaped. The Jasper Street relief sewer was constructed in the
1940's, a circular concrete pipe 54" in diameter. The Broadway and Jasper Street sewers start near Grand
Avenue and combine at Martian Luther King Jr Dr. and Prairie St. The system then extends south until it
connects to a diversion structure owned and operated by the Sanitary District of Decatur on South Main St. near
the Greenwood Cemetery. The total footage of pipe is approx. 22,600 feet. See the attached location maps.
Illinois Environmental Protection Agency (IEPA) State Revolving Loan Program
