Marley, P.E., Public Works Director <br /> SUBJECT: Resolution Accepting the Bid and Authorizing the Execution of a Contract for 2015 Miscellaneous <br /> Sanitary & Storm Sewer Improvement Project, City Project 2015-09 <br /> SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached <br /> resolution accepting the bid and awarding the contract for the 2015 Miscellaneous Sanitary &Storm Sewer <br /> Improvement Project, City Project 2015-09, to Entler Excavating Company, Inc. (Entler) as the lowest responsive <br /> and responsible bidder in the amount of$373,594, and that the Mayor be authorized to execute the contract, and <br /> the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: May 18, 2015—The City Council approved Resolution R2015-52 rejecting all bids <br /> for the 2015 Miscellaneous Sanitary &Storm Sewer Improvement Project. The project was rebid. December 1, <br /> 2014- The City Council approved the Fiscal Year 2015 Capital Improvements Plan, which included an allocation <br /> of funds for this project. July 20, 2009-The City Council was presented the Stormwater Master Plan in study <br /> session. The Master Plan identified 47 problem drainage areas. <br /> BACKGROUND: <br /> Sanitary Sewer Priorities <br /> Under the direction of the City Council, the Public Works Department has established four priorities to improve <br /> the City's sanitary sewer collection system as defined in the Sanitary Sewer Master Plan. <br /> 1. Critical Large Diameter Sewer Rehabilitation. <br /> 2. Sanitary Sewer Overflows Due to Inflow and Infiltration. <br /> 3. System Operation and Maintenance <br /> 4. Small Diameter Sewer Rehabilitation <br /> The 2015 Miscellaneous Sanitary&Storm Sewer Improvement Project primarily addresses priority numbers 3 <br /> and 4, system operation and maintenance and small diameter sewer rehabilitation. The project is an annual <br /> project prepared by the Public Works Department to assist with both emergency repairs and normal <br /> improvements to the City's sanitary sewer system. <br /> Storm Sewer Priorities <br /> The 2009 Stormwater Master Plan addresses three main topics: <br /> 1. Stormwater Problem Area Prioritization <br /> 2. Regulation, Standards, and Policies <br /> 3. Stormwater Expenditures and Funding Mechanisms <br /> In April, 2014, the City Council approved the creation of a Stormwater Utility to provide a dedicated funding <br /> source to improve known drainage problems and to improve maintenance on existing stormwater facilities. In <br /> addition to providing for rapid response work for storm sewer problems, the 2015 Miscellaneous Sanitary& <br /> Storm Sewer Improvement Project will address some of items 1 and 2 above. <br /> PROJECT DESCRIPTION: <br /> The 2015 Miscellaneous Sanitary &Storm Sewer Improvement Project will work to resolve sanitary and storm <br /> sewer concerns as they are identified through televised inspections and routine maintenance. This project <br /> enables the City to perform rapid response work as problems within the sanitary and storm sewer system arise <br /> and must be addressed quickly.
