7/2/2015 Cowsheet <br /> rapidly to address collapsed pipe or sink holes as they are located in the sewer system and before they turn into <br /> major public problems. This also reduces the number of emergency time and material repair contracts that must <br /> be brought before the City Council. <br /> The 2015 Miscellaneous Sanitary&Storm Sewer Improvement project will repair both storm and sanitary sewers <br /> under one contract. All the repair costs at each location will be separated between storm and sanitary <br /> improvements and will be paid for under the Sewer Fund (sanitary sewer work) or Stormwater Fund (storm sewer <br /> work). Approximately 75% of the project is expected to be sanitary sewer related and 25% of the project storm <br /> sewer related. <br /> BIDDING: <br /> Public Letting Results <br /> The project specifications were prepared by the Public Works Department. The project was advertised <br /> Wednesday, May 29, 2015, and bids were opened on Tuesday, June 16, 2015. The results for the letting are as <br /> follows: <br /> Compared to <br /> Bi d r Bid Price Engineer's Est. <br /> Over/Under <br /> Entler Excavating Company, $373,594.00 7.84% <br /> Inc. <br /> Burdick Plumbing & Heating o <br /> Company, Inc. $399,990.00 15.46/o <br /> Feutz Contractors, Inc. No Bid ----- <br /> Engineer's Estimate $346,425.00 ----- <br /> RECOMMENDED AWARD:Three contractors took out bid packages and two contractors submitted a bid <br /> proposal for the 2015 Miscellaneous Sanitary& Storm Sewer Improvement Project. Entler Excavating Company, <br /> Inc. provided the lowest responsive and responsible bid at 7.84% above the Engineer's Estimate. Entler's <br /> original bid was for$407,589, the rebid amount was less due to a reduction in project quantities. Entler has <br /> successfully completed storm and sanitary sewer projects for the City and adheres to the prevailing wage rate <br /> requirements of the State of Illinois. The bids were higher than the engineer's estimate largely due to being bid <br /> late in the season when most contractors are fully committed to other work. Staff recommends that the City <br /> Council approve a contract with Entler Excavating Company to perform the 2015 Miscellaneous Sanitary&Storm <br /> Sewer Improvement Project. Contractors for City Projects shall comply with City Code Chapter 28, Article 10, <br /> "Minority Participation Goals for Public Works Contracts." Contractors for City projects shall make a good faith <br /> effort to comply with the following minimum goals: 1. Ten (10) percent of the total dollar amount of the contract <br /> should be performed by Minority Business Enterprises if subcontracting opportunities are available; and, 2. <br /> Eighteen (18) percent of the total hours worked should be performed by minority workers. Subcontracting is not <br /> required for a City project. Entler does not intend to use subcontractors for this project. <br /> POTENTIAL OBJECTIONS: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: <br /> None <br /> SCHEDULE: Work on this project will begin in July and is to be completed by June 1, 2016 <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: Funding for this project is currently allocated from the Sanitary Sewer Fund at approximately <br /> 75% of the project cost ($280,195) for sanitary sewer work, and the Stormwater Fund at approximately 25% of <br /> the project cost ($93,399)for storm sewer and drainage work. The Sewer Fund is supported by sanitary sewer <br /> user fees and the Stormwater Fund is supported by stormwater utility fees.
