6!9/2015 Item Coversheet
Police Department
15-32
DATE: 6/9/2015
TO: Michael T. McElroy,Mayor
Timothy A. Gleason,City Manager
FROM: Bradley L. Sweeney,Chief of Police
SUBJECT: Intergovernmental Agreement between the Decatur,Illinois Police Department and the Macon County
Sheriff's Department for calendar year 2016-2019
SUMMARY RECOMMENDATION: The purpose of this memorandum is to request the approval of an
intergovernmental agreement between the Decatur,Illinois Police Department and the Macon County Sheriff's Department
for dispatching services.
BACKGROUND:
The Decatur Police Department previously had a communications and records services contract between the Macon County
Sheriff's Office and the Decatur Police Department. In June of 2014,the Decatur Police Department moved to a new
building at 707 W. South Side Drive. The new building allowed ample storage and space for the Decatur Police
Department to handle its own record keeping. Thus, the prior communications and records service contract is no longer in
effect. However, the Macon County Sheriff's desires to enter into a contractual agreement with the City of Decatur for
obtaining well-trained and well-equipped telecommunication employees to provide communications and dispatching
services for all Macon County Emergency Responders residing outside of the corporate limits of Decatur,Illinois.
POTENTIAL OBJECTIONS: None Anticipated
SCHEDULE: The proposed intergovernmental contract is for calendar years 2016-2019.
BUDGET/TIME IMPLICATIONS:
The intergovernmental agreement includes a$350,000 yearly payment to be made to the Decatur Police Department for
calendar years 2016 through 2019.
The intergovernmental agreements were approved by the Macon County Board on May 14,2015,and may be executed
immediately. The Decatur Police Department has been providing dispatching services since the 1990's through current day
without any interruption in these services. The execution of this intergovernmental agreement will have nominal affect on
the day to day operations of the communication center, as it will be business as usual.
STAFF REFERENCE: Bradley L.
