Marley, P.E., Public Works Director <br /> SUBJECT: Resolution Approving a Change Order to an Agreement with T2 Systems for <br /> the Subscription of Flex eBusiness Parking Software and Implementation <br /> Services. <br /> SUMMARY RECOMMENDATIONS: <br /> Staff recommends approving a change order to an agreement with T2 Systems, Inc., in the <br /> amount of$20,347 for the subscription of Flex eBusiness parking software and implementation <br /> services. <br /> PRIOR COUNCIL ACTION: <br /> • On September 4, 2012, Council approved an agreement with T2 Systems, Inc., for the purchase <br /> of equipment and license of parking enforcement hardware and software. <br /> • On February 6, 2012, Council approved amendments to Chapter 34,"Traffic and Parking", to <br /> implement free parking in Downtown Decatur. <br /> BACKGROUND: <br /> In 2011, Council directed staff to remove parking meters from the central business district and <br /> implement free parking as part of the Downtown Decatur streetscape improvements. To fully <br /> implement the new parking system, improvements were necessary for the parking citation <br /> management system. An initial purchase of citation management software was made from T2 <br /> Systems Inc. of Indianapolis. The addition of Flex eBusiness Solutions software will accomplish two <br /> main goals: <br /> 1. Permit the retirement of the existing parking citation management system developed by City <br /> staff on the DB2 data base over 15 years ago. This database system performs all necessary <br /> "back-office" functions to track payments, age citations, adjust fine amounts for late <br /> payments and track scofflaws for eventual fine collection. <br /> 2. Improve the service provided toparking patrons and reduce operation on cost. The software <br /> will enable these improvements: <br />
