• November 21, 2011 —City Council approved Resolution R2011-177, authorizing an $26,845 <br /> agreement with the Norfolk Southern Corporation to review and comment on the preliminary <br /> design for the proposed rail yard crossing. <br /> • July 16, 2013 —City Council approved Resolution R2013-71, authorizing a change order to <br /> the agreement with URS Corporation to provide an additional $39,998. The total design <br /> agreement increased to $1,438,712.35. <br /> BACKGROUND: <br /> Brush College Road is a major thoroughfare in eastern Decatur which connects a major industrial <br /> area with I-72 and routes to travel southeast. As industrial uses have increased along the <br /> corridor, so has vehicular traffic. In the early 1990's, the roadway north of the Brush College <br /> Road underpass as the Norfolk Southern rail yard was improved to a four lane cross section. The <br /> underpass was not able to be widened and along with the intersection of Brush College Road and <br /> William Street, are now critical bottlenecks in the movement of traffic through the corridor. In <br /> October, 2010 the City received two grants, $1.5 million, and $1.9602 million through the <br /> State's "Illinois Jobs Now!"program for use in the development of the Brush College Road <br /> corridor from William Street to Faries Parkway to improve traffic flow to meet the expected <br /> future demand. <br /> The Brush College Road Project involves improvements to a 1.21-mile long section of Brush <br /> College Road, generally between Illinois Route 105 (William Street) on the south and Faries <br /> Parkway on the north. Intersection improvements at Illinois Route 105 and Faries Parkway will <br /> extend immediately south of Illinois Route 105 and about 900 feet north of Faries Parkway. <br /> Major project components include adding two lanes to Brush College Road between Illinois <br /> Route 105 and Faries Parkway, replacing the existing deficient underpass at the Norfolk <br /> Southern (NS)railroad yard with an overpass and constructing a grade-separated intersection at <br /> Faries Parkway to include a crossing of the existing NS rail line at that intersection. Turn lanes <br /> will be added at the Illinois Route 105 intersection, and adding a traffic signal and turn lanes at <br /> East Marietta Street, which is also the entrance to the ADM James Randall Research Center. The <br /> total length of the Project, including improvements to intersecting roadways, is 2.0 miles. <br /> The Project Is Divided Into Three Independent Segments <br /> The overall Brush College Road Improvement project is estimated to cost $83 million. In order <br /> to facilitate funding for design, right-of-way procurement, utility relocation, and construction, <br /> the project has been divided into three segments as further described below. Each of the three <br /> segments can be built independent of the others. <br /> Sep-ment I: Illinois Route 105 and Brush College Road Intersection improvements <br /> This intersection is currently deficient in that it cannot move traffic efficiently through the <br /> intersection during peak travel hours.
