of turning movements on the eastbound and southbound approaches for left turns and on the west <br /> bound approach for right turns. This phase of the total project will have an improved length of <br /> 4,100 feet. Because the majority of this project is located on Illinois Route 105, it is <br /> recommended that this improvement become an IDOT project. In early 2014, The City made a <br /> request to IDOT to add this work to the State's multi-year plan. The total estimated 2013 project <br /> cost is $9.73 million. <br /> Segment II: Norfolk-Southern Rail Yard Overpass <br /> This segment would replace the existing 2-lane underpass with a 4-lane overpass structure at the <br /> Norfolk Southern railroad yard. This phase of the total project will extend 2,914 feet from Cerro <br /> Gordo Street on the south to Logan Street on the north. This segment is the first priority to be <br /> constructed. The total estimated 2013 project cost is $35.72 million. <br /> Segment III: Fairies Parkway and Norfolk Southern railroad Overpass <br /> This Segment would construct an overpass and interchange structure to carry Brush College <br /> Road over both Faries Parkway and the adjacent N-S railroad crossing. Trains at this crossing <br /> cause the most vehicle delay of all railroad crossings in Decatur exceeding 17 hours a week. The <br /> project will also include a connecting ramp between Brush College Road and Fairies Parkway. <br /> The 2013 estimated total project cost is $37.55 million. <br /> Engineering Firm Selection and Scope of Work <br /> URS Corporation, which was recently acquired by AECOM Technical Services, Inc., was <br /> selected in June, 2010, to perform the Brush College Road design through an interview process <br /> conducted with four other firms. URS recently completed the Phase I design and report for <br /> improving Brush College Road between William Street and Faries Parkway. In order to <br /> maintain continuity in the design process, it is recommended that AECOM be authorized to <br /> begin Phase II in the Brush College Road improvement project. The proposed Phase II design <br /> work will be centered on designing the overpass crossing the Norfolk Southern track yard south <br /> of Faries Parkway and generally encompasses the following tasks: <br /> 1. Topographic Surveying. <br /> 2. General Roadway Design. <br /> 3. Drainage Design. <br /> 4. Utility Coordination. <br /> 5. Bridge Structure Design. <br /> 6. Develop Project Plans and Specifications. <br /> 7. Right-of-Way Acquisition. <br /> 8. Site Investigations. <br /> 9.
